Quality of the Program
The Head Start Program is a federally funded school readiness program that offers cognitive, social, and emotional development skills to children up to five years old. Head Start provides services to low-income families located in Elkhart and St. Joseph County schools including the districts of: Baugo, Concord, Elkhart, Goshen, John Glenn, Middlebury, Mishawaka, Penn-Harris-Madison, South Bend, Union North, and Wa-Nee.
Our Mission
The Elkhart and St. Joseph Counties Head Start Consortium in Indiana is dedicated to developing, operating, and supervising a Head Start program that serves the student populations of Elkhart and St. Joseph Counties. This mission involves providing facilities, staff, equipment, supplies, and services necessary for the effective implementation of the Head Start program.

Our Vision
We believe that the development of a seamless
system of education will:

Provide through a school-based Head Start and Early Head Start program, opportunities for our children to gain a level of confidence and security as they begin their journey of life-long learning.

Create a holistic approach that parallels the zeal and quality of the educational component to meet the medical and social issues of the children and their families.

Create a secure, solid foundation upon which the children and families will build through the expansion of a resource-rich community system of coordinated services.

Allow children and their families to foster one-on-one relationships with teachers, staff and community organizations to develop a proactive, interactive approach to the children’s education and life development.

WIC Food Guide
The Indiana WIC Approved Food Card was updated this month and is available in three languages:
- WIC Approved Foods Card – English
- WIC Approved Foods Card – Spanish
- WIC Approved Foods Card – Burmese
Don’t forget that grain products identified as whole grain on the WIC Approved Foods Card meet the CACFP whole grain requirements. In addition, cereals on the WIC Approved Foods Card meet the CACFP sugar requirements.
